A survival guide for owners of underground storage tank systems.


Senate Bill 989 requires that secondary containment systems be tested periodically to ensure the prevention of leaks. Secondary containment systems covered by SB 989 are:

  • Double wall tank annular space (if not hydrostatically monitored)
  • Secondary containment of piping systems
  • Any tank sump required by regulation
  • Under dispenser containment

Senate Bill 989 requires that all secondary containment systems installed before January 1, 2001 be tested before January 1, 2003 and every 36 months thereafter. Systems installed after January 1, 2001 must be tested upon installation, 6 months after installation, and every 36 months thereafter.


Secondary containment systems that, by virtue of their design, cannot be tested – must be replaced by December 31, 2002. Or, the owner/operator of the system may submit a proposal to the local agency for enhanced leak detection by July 1, 2002. If approved, implement the enhanced leak detection program by December 31, 2002, and replace the system by July 1, 2005.


Western Pump performs SB 989 sump tests with the INCON STS system. Sumps are cleaned of debris and pressure- washed before testing. Any minor repairs (i.e. loose entry boots, clamps, etc.) necessary to facilitate a successful test are made. After the testing is complete, test fluids are filtered and returned to our trailer mounted tank for reuse on the next test. This minimizes any disposal costs for our customers. Tank and piping annulus testing is done according to manufacturers recommended practices. Finally, we provide a written report of the test results with any recommendations for needed repairs.
